"Verification Required" when my payment method is Apple ID balance which has plenty of money in it.

I can't purchase anything on iTunes or Apple Books (and probably also the App Store) because they keep redirecting me to verify my billing info when I'm just trying to use my Apple ID balance (which has more than enough to cover the purchase). If I let it take me to my payment methods page, I just see my Apple ID balance on the list with no options relating to verification. I cant even tap on my balance to use it. The only thing I can do is either add funds, redeem a gift card, or just go back and have my purchase not go through. I just reach a dead end.

Have you tried adding/verifying a credit card to see if that allows you to purchase something?

Log into your account in the App Store/iTunes and you should be able to change/verify it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. After updating that, click the Go Back button at the lower left and you will be on the address page. If you have a subscription, you need to add the new card, and then promote it to the primary payment method before you can remove the old card.
