Experiencing this same issue in Safari 14 on my iPhone 12 Pro running iOS 14.8.1. My wife is experiencing the issue as well (Safari 15 on iPhone 12 Pro running iOS 15.3).

The issue is not happening on all sites, but I am experiencing it rather frequently. The most recent instance of this occurring is on https://releasenotes.io. The hamburger menu will not open.

I am experiencing this same issue on some but not all websites iPhone 12. It is fine on all on my wife's iphone 11 running 15.2 my iPhone 12 is also 15.2. Is there a fix for this yet? Is there a setting that I accidentally changed? This is the website that the pancake menu isn't working for me:
