You must use Finder in your Mac to restore your iPhone in order to enable because if you type the password many times , use your lighting cable but turn off iPhone first plug in to the cable to your Mac and the other end to your iPhone holding down the home button and when you see the iTunes logo in your iPhone go to Finder in your Mac and select restore your Mac will download the iOS then it will install it just don’t interrupt the process let it finish
