Safari opens every bookmark in tabs after restart/new window

This problem has been in the support forums before but never seems to get answered: after a system restart or opening a new browser window, Safari (v15, Big Sur, 2019 MBP 16") will open all my bookmarks in tabs. This is over a hundred tabs every single time.


I know I can easily close all tabs with control+click but it's an annoying bug.


Any ideas?

Try changing a few settings, etc. to see if any help ?


Quitting Safari before a Restart


And /or

(With Safari open) > History > Clear history


And /or

Apple Logo > Restart > untick "Reopen windows when logging back in"


And

Safari > Preferences > General > New windows open with > change your choice


And

Apple logo > System Preferences > General > Tick "Close windows when quitting an App."
