I want Tamil as my phone language. How can I make it?

It's not possible yet. Apple publishes the list of available interface languages in the Language Support section of the tech specs for the iPhone. You can ask for Tamil to be added via

http://www.apple.com/feedback

There is a Tamil keyboard, however, and reading and writing Tamil should be no problem for you.
