New iPad Pro, but am unable to send a text from iMessage to a known phone number, says user not registered with iMessage and name appears in Red. When sending to same number from iPhone, the text goes right through. Any ideas for a fix?

What changed is very likely that your previous iPad had Handoff properly set up in Settings.
Your iPad is not a cellular telephone. It has no capability to send or receive SMS messages, whether it’s a cellular iPad or not.
You may, however, use Handoff to coordinate SMS messages with your iPhone.
I was able to text this same number from my old iPad Mini 4 with no problem, as long as the iPad was connected to WiFi. What changed?
