Walgreens is only retailer where Apple Pay continually does not work. An error message comes up something like “fallback required”. It has also seemed to have only been since they got the new machines/card readers. I asked if others were having the issue and she said “sometimes”. Anyone know why?

I've not had any issues at Walgreens. Are you using Apple Pay Cash or a credit card? The error message just indicates that your method of payment isn't working (in the "old" days it usually meant your chip couldn't be read and you have to swipe instead).
If you have a Walgreens card that automatically presents, the reader may be using that instead of your payment card.
