You seem to have a great deal going on there with most of the issues not related to each other. I suggest that you use the Get Support link at the top of the page here to contact Apple Support. Well, it seems that you came to the forum from the Related Article about text message forwarding. If that is not working between the iPad and iPhone, then try turning text message forwarding off for the iPhone. Power the iPhone and iPad off and back on again. After they have both booted up again, go back into text message forwarding on the iPhone and turn it back on again and make sure the iPad is selected and see what happens.
