My child currently uses an iPad with Wifi. She is not ready to carry a phone outside of our house responsibly, so I’m considering an Apple Watch with cellular service for my her.
Would she be able to use her watch as a personal hotspot for her iPad?

Although the battery on the Apple Watch is really small, so concurrently driving both the WiFi and the Cellular is going to drain the battery really quickly, so I'm not sure Apple would consider your suggestion. But you can always ask.

The Apple Watch will ONLY share the iPhones phone number. The Apple Watch will not pair with any other device, except an iPhone.

I doubt an iPad and a Watch can share cellular service, but I hope Apple/cellular carriers would consider that as an option since the watch as hotspot isn’t feasible.
