I don’t believe it’s possible to forward an email as an attachment from an iPhone. Personally, I use my Mac to do this.
It is possible, just tested.
Create a new email, addressed to reportphishing @ apple dot com
Then tap on the icon above the keyboard in blue.
Then there are a few options such as Attach file, by tapping the arrow (to the right).

Even easier is tapping on the pishing email and tap forward.
OK, I believe you are mixing and confusing two very different concepts:
And indeed this second method is how one would forward an email to, say, a financial institution if the phishing involved them (and not Apple).

Yes, that is easier. But as I said, doing so loses critical email header information that will help the email security folks track down the offenders.

That is incorrect. A Mac has a “Forward as Attachment” capability, in which the email is packaged up as a file attachment on the back of a brand new email which is addressed to some recipient.
Then Apple should mention in that article that it is possible to forward a phishing email as an attachment, is only possible to send it from a Mac.
It is not automatic that iPhone owners also own a Mac.
Why?, that's the same when you forward an email from a Mac or Windows pc.
The article says (with my underline added for emphasis):
”If you receive a suspicious email or SMS text message that looks like it's supposed to be from Apple, please email it to reportphishing@apple.com.1”
The original poster never mentioned anything about the phishing email appearing to come from Apple.
In that section, there are other options for forwarding.
Then the OP should clarify, and we'll just wait, at least I will.
