It sounds like you are confusing two different types of storage: on-device storage and cloud storage.

The message about needing to free up storage is almost certainly talking about on-device storage, built in at manufacture time.

When you say you "have the 200," you are almost certainly taking about the size of your iCloud storage plan. (There are no iPad with 200GB of on-device storage, but 200GB is one of the tiers of iCloud storage plan.)
