unable to charge new Apple Watch 7

I've just received it, fresh out of the box, getting low battery signal. Unable to set it up, and the charging cable doesn't seem to work, after I finally found a power board with the USB-c connection. I've tried resetting the watch several times. All I get is "low battery".
