facetime live photo greyed out

Having the same issue. Not sure why. I go to my setting and "facetime live photos" is turned on, but also greyed out in the settings. Strange!

Has anyone managed to resolve this? My friend also has the toggle turned off in the settings and is unable to turn the option on. it’s really strange and annoying
