iPhone storage apps does not match my apps total

On my iPhone 11, ios 15.1, it shows iPhone storage 45.4 GB of 64 GB Used, with 18.38 GB Available.

I wrote all my apps and the storage they were using and it totalled 25.73 GB.

25.73 GB - all apps

9.01 GB - ios

1.1 GB - system data

35.84 GB - total of all apps, ios, system data

45.40 GB - total storage used

35.84 GB - all apps, ios, system data

9.56 GB - remaining storage used - what is this? - how can I reduce this? I just deleted all but 2 short videos, 75 photos, 11 songs and the total storage used did not decrease.
