Apple ID change of the region
Hello. I want to change Region for my Apple ID from the US to Ukraine. I have a balance outstanding on my US account (0.26 USD). Can you reduce it to zero?

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
