In iTunes when under "On My Device", "Voice Memos", I do see the list of Voice Memos to phone, but they all are greyed out and have a broken circle in front.
I also add my sync settings:
Windows, Windows 10
Try Edit > Preferences > Devices > Reset Sync History (if available) and then try syncing once more.
If that hasn't helped try signing out of the iTunes Store on the device and then try again.
Otherwise see this post on erratic syncing.

That is frustrating. Perhaps you should change the media kind to audiobook and see if that will let you sync them. Test with one or two items first to see if the results are suitable.

Thanks for choosing the Apple Support Communities. If we understand correctly, you are unable to sync your Voice Memos. We can understand why you'd reach out for a solution.
Do you have Voice Memos checked in Settings > Tap your account > iCloud? Here is more info to check that.

it didn't help..... Before iOS 15, it sync on my Windows Via iTunes with no problem. Can you Guys Fix this..... I have all My seminars on my iPhone
