I don't have an iPhone or use iTunes. When I try to check a gift card balance, I see the swirling busy icon momentarily and that's it. I don't want to buy another gift card just to retest. What's supposed to happen normally?

Unless it is the all including Apple gift card, then you cannot check the balance. If it is the Apple Gift card you should be able to go here on any computer - Check Balance. Clear your browser cache and history.
What you mean by "the all including Apple gift card"? The card was bought on a third party site, not Apple's site but it's the same kind of card.
