How do I get the page size enlarged from 7x9 to 8.5x11

Click the Document button in the tool bar to open the Document Inspector.

Click Document in the bar at the top of the Inspector pane.

Click the second menu bar (set to A5 above) to open the menu, then select US Letter and release the mouse button.

I cannot resize an image in Pages less than 3.06" in width I cannot shrink an image in Pages smaller than 3.06" in width. It has happened with several different images, so I think it is Pages and not the images. Any help would be appreciated.
