Welcome to the Apple Community.
Wondering if you have still to sign in to your Apple ID on your iPad, so it is registered as a device in your Apple ID account.
OR
If you have changed your Apple ID or password, the change may not be effective yet on iPad.

I have a similar problem. But what's happening for me is that after getting the first iMessage request for my password with my correct Apple ID, I get a second request that's using an email that was my previous Apple ID. And it doesn't recognize either my current or previous password when it asks using my previous Apple ID (perhaps because that ID isn't really valid).
I'll add that I changed my Apple ID months ago, before I even upgraded to my current iPad. And it was working fine until this past weekend.
