Thanks for coming to Apple Support Communities for help with Other storage on your iPad that you'd like to remove.
It appears you are on iOS 13. Have a look here: Clear Other storage on your iPhone or iPad.
We'd advise following:
"If you don’t have enough available storage to update wirelessly, update your device to iOS or iPadOS 14.1 or later using a computer."
The current iPadOS version is 15.2.
