Safari is missing
I have a Safari toggle in my settings but the app icon is missing and I cannot find it on my iPhone 12 pro max

The Safari app cannot be removed, but it can be disabled and hidden via Screen Time, Parental Controls, or Focus.
If none of those mechanisms are in use here, look for Safari in the app library on the last page of your iPhone apps.
