Why can I watch Ted Lasso but not French Exit? All I get is a message about ways to watch it.

Apple TV+ is Apple's streaming service. It includes content described at https://www.apple.com/apple-tv-plus/
There are other things that are available on Apple TV that are not part of the Apple TV+ subscription. French Exit is one of those things. You can watch French Exit on Apple TV for a fee (whether or not you subscribe to Apple TV+).
