The “oops” message you’re reporting is probably this one:
Oops! That wasn’t supposed to happen. Give us a minute and we’ll get it fixed so you can try again
Per a posting from an AT&T rep found elsewhere on the internet, ”That [oops] error message occurs when there is a communications error with the provisioning system or the network. However, there is a chance that there is an issue with the device itself. Please send us a private message with your full name and AT&T mobile number so that we can further troubleshoot this issue with you.”
Again, contact your carrier.
Check with your carrier, as Wi-Fi calling requires carrier support.
Contact your cellular carrier
That's a cellular carrier feature that they control

have you tried restarting your iPhone ?
is your iPhone up to date?
Your carrier might not support wifi calling so I would check with them to make sure its a feature they support,
