Our older ipad from 10ish years ago was factory reset about 5 years ago. is there anyway to restore data without icloud and if not then how do icloud backups work? I cannot find a backup of the iPad at all or from the time. Are they regularly updated/ deleted if unused? Can backups be restored?

iCloud backups are valid for 180 days. You can set up the iPad again and download any connected data that you have in iCloud, but you cannot set it up from a backup.
