iPad: locked out, forgot my passcode

i forgot my ipad passcode and it is says that the iPad is not connected to the internet, what do I do now? I tried to erase but it said it cannot erase until the iPad is connected to the internet. I also tried downloading iTunes on my very old laptop and it won't download because I have to have Windows 10+ (very old laptop).

If you don't have a computer and you can't borrow one, you need to go to an Apple Store or Apple Authorized Service Provider for help.
