Do I need to enter an alternative smtp address e.g. a gmail one?
the iphone is using iOS 15.2 although it still happened using 13.2
the email is placed in the outbox and is sent when we get home

If you have more than one email account set up on your iPhone, does it occur with multiple accounts? Are you able to receive emails when connected to cellular data from that account?
