How do I reinstall Photos for Mac?

Never install any app that claims to "tune up", "speed up" or "clean up" your Mac. These apps exist for one reason: to separate the unwary and inexperienced user from their hard-earned money. At best they do very little, at worst, they can damage your OS installation and cause far more problems than they "solve".
Updating my OS fixed the issue.
Also, @Keith Barkley since you volunteered your opinion on CleanMyMac, would you like to offer an alternative? It is currently the only thing keeping my old iMac functional while I'm waiting for the new 27" iMac to be released.

I am surprised that CleanMyMac could remove the Photos.app. As it is a part of the system, it should have been bybthe System Integrity Protection, unless your system is very old or you disabled the SIP, which is not safe.
First get rid of Clean My Mac. As you can see, it is not very safe.
Are you talking about the Application or the Library?
Photos the app is part of the OS, you need to reinstall the OS.
Macs don't need regular maintenance, CleanMyMac can only hurt.
Run Etrecheck, it will tell us what might be really slowing down your Mac. I am sure others will chime in here and echo my sentiment.

There is no need on MacOS for cleaning/speedup apps. I've only ever seen them cause problems.
