Why my Iphone can’t manage the storage and button to delete any app is gone, I’m only can remove from my home screen only but is still on App Library and still take my phone storage, i like to erase some unused App, my iOS is 15.2.. please help me

First disable the Screen Time Restrictions, if any.
Settings > Screen Time > Contenet And Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps > [Allow]
