Locked out of Apple ID

I am locked out of my Apple ID because I can't remember the security questions that I made 12-15 years ago. The email I originally used to create the account is no longer accessible because it was a Verizon account, and they retired their email service. I've been told MULTIPLE times that there is no way around this, but that seems unbelievable for such a huge tech company. I know my ID and password, but because of an unauthorized use of my account, I'm locked out. PLEASE tell me there's a solution to this (without the email or security questions.)
