I just discovered that the HomePod can only be setup and linked to the iPhone of the Apple ID that owns the Home defined in the Home app. I would really like to have my wife’s Apple ID linked to the HomePod since she’s going to be the primary user of the device. Is there anyway to do that, so itis her iPhone and Apple ID thats used

Use her iPhone to set it up. You can be invited as a guest to share Home afterwards, if that works

Might depend on which reset method you used. The removal option might not erase all your data. Try pressing the top method. See: Set up and use HomePod mini and HomePod - Apple Support and if you can't set up HomePod.
She should update her iPhone , have wifi, Bluetooth and keychain turned on as well as two factor authentication activated first
This unfortunately didn’t help, because it was not possible to set it up with her phone even after a reset
