This is not very useful at all. I am lost, I too have the same problem. My late brother passed away a couple months ago, I have the death certificate and his devices. I followed the link, but it sort of a dead-end.

Went to the apple store for support but it was no help. They were unaware of the process, they had to google the topic and lead us to this same page. Kind of useless
