If I cancel my monthly 4.99 subscription will I still be able to use my Apple TV 4k device for other apps and navigation streaming

Yes. The subscription is only for Apple TV+ content (note the "+"). That is Apple's streaming service. Also see: https://www.apple.com/apple-tv-plus/
