iPhone is stuck in lost mode and have done everything that needs to be and it lets me start as though I am manually setting it up but it saying this message (THERE IS A PROBLEM WITH THIS IPHONE. THIS IPHONE HAS BEEN REPORTED LOST OR STOLEN). I have done find MY, tried restore mode and nothing works.

I have the same question. Did you buy this as a used iPhone? If you did, get your money back. You can't use it. You bought a lost or stolen iPhone, which is blacklisted and only the rightful owner who reported the phone lost or stolen can regain access to the phone.
