Airpod pros wont flash white

My brand new airpod pro2s wont flash white and become Bluetooth discoverable for my Windows laptop. The airpods are each 100% charged, and the case 56% charged.

The airpods have connected to my iphone successfully, so Bluetooth must be functional.

I have disconnected them from my iphone, put both pods in the case, closed the lid for 15 seconds, opened the lid and held the setup button for 20+ seconds but light doesn't flash. Light is either green and then goes out if the case is not plugged in, or amber and then goes out, if case is plugged in. Is there something I can do or are they broken?
