While I was peviously unable to locate the side bar icon in Notes, I was able to find it by right clicking (or two finger clicking) on the tool bar where the side bar icon would normally be located in Notes (top left side), and drag/drop to that location.

From your Notes>View>Customize Tool bar
drag the Folders icon to your tool bar, then you can toggle the sidebar open or closed

Also in customize toolbar, drag Folders to the toolbar so you will be able click it to see the sidebar. The "Folders" is in your screenshot next to view mode.
