Toolbar on Notes is missing

I was trying to figure out how to put a table into one of my notes, which I remember being able to do a year or two ago, and according to everything I could find on the internet there should be a toolbar that appears above my keyboard which contains a table icon, but there isn't and I can't figure out why.


I'm running the most recent iOS (12.3.1) and have already tried turning it off and back on again, closing and reopening the notes app, etc.
