Activation Lock

Hi. I have an old phone im trying to Activate, it worked fine till I got to the Activation lock part. It said to enter the apple id used during setup, which I did and have entered correctly. Each time it tells me it’s wrong when I even changed and reset the password after it didn’t let me twice. Then it said I was locked out and had to reset it again. I did. I tried one more time and now it’s telling me I can’t use the apple id that i’m SUPPOSED to use! please someone help!
