I have the Paramount Network app on my iPad 5 and iPhone SE. When I play an episode of Yellowstone on either device, I can see the cc on either device, but if I stream to the tv via airplay, the cc disappears. I don’t have the problem with shows from Apple TV+ and streaming. I’ve tried every setting with no solution.

It appears that you're not able to the closed captions on a tv show when using AirPlay from your iOS/iPadOS devices to your Apple TV, and we're glad to provide assistance.
Use AirPlay to stream video or mirror your device’s screen - Apple Support -- The reason you're able to see closed captions using the Apple TV+ app on your Apple TV is that it's playing from the app where the settings are located. When you mirror the screen of another device to your Apple TV, all you'll be able to view is the show.
