iMessage using phone number without sim

I have an iPhone without a sim, I also have a phone number (voIP) which I want to use for iMessage. I do NOT have the sim for this number installed, nor is it already registered with iMessage. How would I do this and is it even possible? If so, will this also work on iPod touch?

iPhone 6s, iOS 15

You don't. You need actual cellular service to activate iMessage and FaceTime with a phone number.
