Make an appointment at the Genius Bar of your local Apple Store.

That happens when lithium ion batteries fail catastrophically. In virtually every documented case, this has been caused by having a non-Apple battery installed by an unauthorized service provider, or by physical or liquid damage to the battery and/or charging circuitry.

Hello,

If you cannot reach an Apple Store, you can arrange with Apple to ship in your device to have it repaired, then, once they are finished, they will ship it back to you.

If it "exploded", it's simply not going to be repaired. Apple might offer to replace it for the standard fee. It would probably be of interest to Apple to see what happened to it. However, I'd probably recommend getting a new iPhone SE than get a replacement for a 7+.

If it's out of warranty, then yes. There's no specific responsibility for any manufacturer to repair a product for free after the warranty has expired. I've heard of some courtesy repairs done, but that's really up to the manufacturer.

Someone asked if the battery was replaced by a third party. If it was, then perhaps you might have a claim against the party that installed it.
