Using paid app on two devices

I made a different iCloud account for my iPad as I wanted to keep it strictly for studying etc. I purchased Goodnotes on my iPad but I need it on my phone too to review notes. I signed into both devices with both iclouds hoping I wouldn’t have to pay for Goodnotes again but I still do. Can anyone help me?

iPhone 11, iOS 14

No, purchases on one Apple ID account are not transferrable, other than in a Family Sharing group. You did yourself no favours by using a second Apple ID.

You should use one or the other of your Apple IDs on both of your devices. The Apple ID with which you purchased Goodnotes is the prime candidate.

Goodnotes states on their website that a feature of the application is Automatic iCloud sync to all your devices. Even if you buy a second copy of Goodnotes with your other Apple ID account they remain separate and will not sync.
