Apple set up an iCloud email address on my Mac but this will not sync with my iPad and iPhone. What can I do?

How do I synch an iCloud email address with iPhone and iPad. Only works on Mac on which it was set up by apple

MacBook Pro 13″, 11.6

nothing works. Clearly will have to try Apple Support again although the last one said I would have to clear laptop completely and start again which could take days!
