Why is there no IPhone 9?

iPhone 3G and 3GS. But yeah they've skipped around with numbers. Skipping 4 would have been interesting because a lot of Chinese are superstitious about it.

when they released iphone8 and iphoneX then X being roman letters for 10 which was it's number because of the 10 years anniversary for iphones then I suppose they believed it would confuse customers of the iphone model the year after was called iphone9

Apple never chose to give a product that designation. Only they know why.
That's just one of life's mysteries.
