Locked out of iPhone 11 Pro Max and unable to reset at all

My daughter has an 11 pro max, someone took her phone and changed her password and doesn’t know what they changed it too. So she is currently locked out. She has tried to restore it using the computer and it will not allow her to. The screen is now saying “iPhone locked to owner, the location of this iPhone can be seen by this owner”

That sounds like they got her Apple ID password, not the phone’s passcode. Too bad she didn’t have 2 factor authentication, which would have prevented that scenario. Contact Apple’s account security team→Contact Apple for help with Apple ID account security - Apple Support
