Is it possible to Sync Apple Health Data Without Bluetooth and Network

Is it possible to a iPhone with signed in same Apple ID that to sync the Apple Health Data in below conditions as combo:

  1. Opened airplanes mode
  2. Did not have plugged SIM card for mobile networks
  3. Did not connect to any wireless network

iPhone SE, iOS 13

is not possible sorry but for all that the iPhone of any apple devices needs wifi connectivity or cellular data
