iCloud Photos is only saving the current state of your Photos Library, not the history. All photos still stored in iCloud will appear on your iPhone, if you enable "iCloud Photos" on your iPhone. Older photos that you deleted, will be saved in "Recently Deleted" only for 30 days.
Once the thirty days are up, the photos will be deleted permanently, also in iCloud.
To recover older photos, you have to use the backups you made, while the photos have still been on your device. Are you asking regular backups of your photos on a computer? The iCloud backups of your iPhone will only include the photos, if you have not been using iCloud Photos.
