I have an iphone 6 and the latest update is 12.5.5 and my bank says I need IOS 13.0 to continue signing in.

That iPhone can't be used with the bank's systems. You need a newer unit.

You will need a newer phone to use your bank's app/website. If you have a computer, you could use that.
