Perhaps.

Try clearing apace, and then restoring.

Troubleshooting iPhone Storage:

Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support

So, what to do:

Clear Space:

Try clearing internal storage though use of the following:

What Space to Clear:

A. Clear Temporary Internet Files:

Clear your Temporary Internet Files(Cookies & Cache) of Safari:

Also...

B. Clean TV and Music Libraries:

Remove all unneeded files from your TV and Music Libraries. Full-Movies take up 2-4GB typically, and a bunch of those would take up a load of storage, ideally. So, if you have any movies that are not needed, then delete them.

Also..

C. Clear "Other":

Clear the storage named "Other". It basically contains unnecessary files such as caches that are used for system ease of use - all of which gather over time: How to Clear "Other" in your iPhone's Storage - Use Backup - User Tips. Caches would be being used for remembrance of application use. So, clearing other may be the way to go about this, as it would be performs through use of a computer.

5 Things to Try:

Report back which works.

A. Restarting the iPhone:

If any changes were made (i.e. Installed Apps), then Settings (i.e Wf-Fi), may have become manipulated technically. So, try restarting the iPhone:

  1. Go To: Settings
  2. Tap: General
  3. Tap: Shut Down
  4. Slide: Your Finger to the Right

B. Disable Cellular:

Try disabling Cellular, and using Wi-Fi instead, seeing if that makes all the difference. If already disabled, then enable it, and then re-disable it.

C. Try Manually Restarting your iPhone:

  1. Go To: Settings
  2. Select: General
  3. Scroll to: the Very Bottom
  4. Select: Shut Down
  5. Slide Finger: to the Right
  6. Wait: 30 Seconds
  7. Power One: the iPhone
  8. Try this Once More

D. Reset All Network Settings to Default:

Example of items that will be reset: (Wi-Fi Passwords, VPN Connections, etc)

  1. Go To: Settings
  2. Tap: General
  3. Tap: Reset
  4. Tap: Reset Network Settings.
  5. Enter: [Your Passcode]

E. Remove then Inset the SIM Card

Try removing then reinserting the SIM card.

What do you mean by backup ready? A backup to iCloud or on a computer?

I will say that a backdoor way to do an update when nothing else works would be to just back up to a computer, restore to factory settings, and then restore from the backup. Restoring to factory settings always does so with the latest available version of iOS. I end up doing this occasionally just to try and recover some of the ballooning "Other" storage. But I've also done it because I didn't have enough free space to update (even with a computer) and the restore ended up loading the latest version of iOS.

Thank you for responding but it didnt work :(, the option of carrier update doesnt pop up even after restarting.

There are troubleshooting guides out there. Just search for that message and you'll see it. I'll just say one suggestion is to remove the SIM card and place it back, or reset the network settings at  Settings > General > Reset > Reset Network Settings.
