iphone 11 volume control not working

Hello, i can't get a hold of controlling the volume of sound/calls on my iphone. if i use the side button i see the graphic column of the volume adjusting accordingly, but the volume remains the same. I have no idea how this started, so i am stuck with low volume phone calls and rather high volume of music (which should be the correct way to live life anyway, but i still need to be able to adjust). can anyone help?
