It sounds as though you’ve verified the location is being shared from your daughter’s iPhone as outlined in the following article.
Share your location with your family
If you haven't already, make sure the correct device associated with your daughters Apple ID is sharing the location. For example, if your daughter has another Apple product it may be possible the location is being shared from that device.
